Twinning light project „Further improvement of internal control system“
The Ministry of Finance of the Republic of Croatia was awarded 250.000,00 EUR from the EU funds for implementation of the Twinning light project „Further improvement of internal control system“ in Skopje. The implementation of the project started on 15 October 2018 and will last for 8 months. The project will be implemented in cooperation with the Ministry of Finance of the beneficiary country which is the main beneficiary institution of the project.
Objective of this project is further development of the PIFC system in the beneficiary country through improvement of legislation, elaboration of methodological tools for financial management and control and internal audit, building up capacities of budget users on central and local level to manage efficiently public funds and enhancing the co-ordination and supervision role of the Central Harmonization Unit of the Ministry of Finance of the beneficiary country.
By this project the following results will be achieved:

Conference „Challenges of PIFC development”“ - 28 March 2019., Study visit of the delegation of the Republic of North Macedonia within the framework of the TWL project "Further improvement of internal control system"The Ministry of Finance of the Republic of Croatia is implementing the EU twinning light project "Further improvement of internal control system" in the Republic of North Macedonia. As part of the project activities, from June 3 to June 6, 2019, a study visit was organized for ten representatives from the Ministry of Finance, the City of Skopje and the Line Ministry of the Republic of North Macedonia.
Participants of study visits visited the Ministry of Finance of the Republic of Croatia, the Ministry of Defense of the Republic of Croatia and the Primorje - Gorski Kotar County as examples of good practice in the field of internal control systems, where presentations and lectures were held.
Closing ceremony for the EU-funded project "Further improvement of internal control system"
On 13 June 2019 the closing ceremony for the EU-funded project "Further improvement of internal control system" was held. This EU-funded project was implemented in partnership between the Ministry of Finance of the Republic of Croatia and the Ministry of Finance of the Republic of North Macedonia as the main beneficiary of this project. The project worth 250.000,00 EUR started on 15 October 2018 and lasted for 8 months.
The main objective of this project was improvement of internal control system in the country in order to ensure efficient managerial accountability, transparency and sound financial management of public funds in compliance with international standards and EU best practice.
The project activities were successfully implemented and the following results have been achieved:
• new Public Internal Financial Control (PIFC) Law drafted
• new manuals and guidelines for practical implementation of financial management and control (FMC) and internal audit (IA) developed
• pilot internal audits performed in three budget organizations
• new methodology for monitoring and quality checking of established system of FMC and IA developed
• trainings for the FMC staff and internal auditors from central and local level organized and attended in total by 528 participants
The project activities supported the implementation of priorities for development of PIFC set in the new PIFC Policy Paper and Action Plan 2019-2021 and Public Financial Management Reform Programme 2018-2021.
At the closing ceremony Ms Shiret Elezi, Ph.D., Deputy Minister of Finance of the Republic of North Macedonia, Ms Paulina Stanoeva, Programme manager, Public Finance Sector, Delegation of the European Union, and H.E. Danijela Barišić, Ambassador Extraordinary and Plenipotentiary of the Republic of Croatia addressed the participants.
The Beneficiary Country Project Leader Mr Trajko spasovski, Ministry of Finance of the republic of North Macedonia and the Member State Project Leader Ms Danijela Stepić, Ministry of Finance of the Republic of Croatia presented the achieved project results.
