Implementation of the new concession and public-private partnership legislation
The Delegation of the European Union and Ministry of Finance of the Republic of Croatia presented today in the EU Information Cantre the IPA 2007 Twinning Light Contract "Strengthening the administrative capacity of Ministry of Finance of the Republic of Croatia in relation to the implementation of the new concession and public-private partnership legislation".
Project valued more than 246.618 EUR is implemented in co-operation with Special Secretariat for Public - Private Partnership of the Hellenic Ministry of Economy, Competiveness and Shipping, General Secretariat for Concessions of the Hellenic Ministry for Infrastructure, Transport and Networks and Hellenic Centre of International and European Economic Law, in the period of January 2011 to September2011.
Zdravko Marić - State Secretary, Ministry of Finance, Jean-Marie Moreau, First Secretary, Delegation of the European Union to the Republic of Croatia Nikolaos Mantzoufas, Special Secretary for PPP within Hellenic Ministry of Economy, Competitiveness and Shipping and Krešimir Dragić, Director of the Economic Affairs Directorate of the Ministry of Finance of the Republic of Croatia addressed the public. State Secretary Marić pointed out the overall objective of the project is to effectively implement and enforce a coherent and transparent concessions and PPP system in the Republic of Croatia based on the new concessions and PPP legislation, new institutional setting and best EU practice.
The specific objectives of the project cover the development of methodological tools for fostering the effective implementation of the legal framework in the sector as well as the enhancement of the administrative capacity of the main stakeholders in the concessions/PPP system through the development and implementation of a comprehensive training programme.
