Presentation of the Phare 2006 project results "Integration of Financial Management Informatics System of the State Treasury and Budget Users"

The results achieved under Phare 2006 project "Integration of Financial Management Informatics System of the State Treasury and Budget Users" was presented at the closing event which was held on Friday, September 17th, 2010. Mrs. Ivana Jakir-Bajo, Director of Budget Execution Directorate, State Treasury, Ministry of Finance, Mrs. Paulina Stanoeva, Attache and Task Manager for Public Finance and Public Administration in the Delegation of the European Union to the Republic of Croatia and Mr. Krešo Perica, IBM Croatia Ltd Country General Manager addressed the public. Project presentation was held by Mrs. Marijana Müller, project manager, State Treasury, Ministry of Finance and Mr. Daniel Šimić, GBS Manager, IBM Croatia Ltd.

The project worth 1,3 million euros was financed by the EU under Phare 2006 programme. It was successfully implemented in co-operation with Ministry of Finance. The Project's duration was 19 months ( February 2009- September 2010).
Along with State treasury, as project beneficiary, three pilot ministries took part in this project:

  • Ministry of Defence
  • Ministry of the Sea, Transport and Infrastructure
  • Ministry of Finance, as budget user

The establishment and development of an effective and sustainable system for sound public financial management as per EU best business and technology practices is of crucial importance for Croatia. The main result under the current project was the development and implementation of an effective system for electronic data exchange between budget users financial systems and State treasury central system, as well as the establishment of master data management system. In order to enable integration of developed central system and budget users financial systems, independent of technology base, adequate interoperability framework was elaborated.


The specific project results achieved are:

  • Developed and implemented electronic document exchange gateway between budget users financial management information systems and financial system of the State treasury
  • Implementation of master data management system (vendors, banks, users, ...)
  • Support for paperless dealing, i.e. replacement of existing procedure based on written documentation or double data entry to multiple systems, through message exchange using modern information technologies
  • Electronic data transfer and immediate validity check, with decreased risk of incorrect data
  • Technology support for improvement of budget execution business processes, which enables full insight in existing liabilities and payment terms
  • Effective payment tracking and cash flow management as well as obtaining real-time information
